Purpose and Reason:

Amended 1400.20 to reflect definitions for subsidized employment. The TANF Emergency Contingency Fund (ECF) was established by the Federal Recovery and Reinvestment Act of 2009 (ARRA) providing States with the ability to access ECF dollars to fund subsidized employment. This emergency amendment provides definitions for the TANF ECF program through September 2010.

Brief statement of Reason for Finding Imminent Peril:

The Department of Human Services believes emergency amendments to both rules are necessary to ensure that the Rhode Island Works Program encourages and supports RIW beneficiaries and low-income Rhode Islander’s seeking access to employment made available through the implementation of subsidized employment, which has proven to be a cost-effective way to create tens of thousands of jobs in local communities.
